Steam concurrency is useful for the PC slice but does not represent PlayStation and Xbox players. Time zone, region, crossplay settings and server queues matter more when deciding whether you can find a match.
Check what matters
Open the server browser during your normal play window, filter for acceptable ping and note queue length. That gives a more actionable answer than an all-time peak.
